Allows dredged material to be included in the definition of "fill" that requires a permit under environmental conservation law for placement in New York State navigable waters and adjacent wetlands.

Replaces the previous permit criteria for Jamaica Bay borrow pit filling with new standards requiring that sediments and fill materials comply with federal unrestricted ocean dumping criteria, show no unacceptable toxicity or bioaccumulation in biological tests, have no acute or chronic impacts, and require no special precautionary measures during disposal.

Makes permanent the provisions of chapter 288 of the laws of 2014 relating to Jamaica Bay borrow pit filling by removing the June 30, 2022 expiration date.
