Establishes an 11-member task force on veterans employment opportunities in the Division of Veterans' Services, chaired by the state director of veterans' services, including representatives from state agencies and the private sector.

Task force members receive no compensation but are reimbursed for actual and necessary expenses incurred in performing their duties.

Requires the task force to hold at least two public hearings annually in different regions of the state to hear testimony and request documents related to veteran employment.

Mandates the task force issue reports to the governor and legislature on June 30, 2021, and every two years thereafter, addressing employment assistance methods, professional licensing impacts, veteran contractor programs, tax credits, and private sector initiatives.

Takes effect 60 days after enactment and expires December 31, 2023.
