Requires facility directors to provide telephone notice of incidents affecting patient health or safety to a qualified person within twenty-four hours of the initial report.

Changes the timeframe for providing written incident reports from "promptly" to "within ten days" of a qualified person's request.

Requires directors to offer to hold a meeting with the qualified person to discuss the incident and provide a written report on actions taken to address it.

Permits directors to offer delivery of all reports to qualified persons electronically.

Maintains existing protections requiring redaction of patient and employee names and personally identifying information unless authorized for disclosure.
