Authorizes the Village of Croton-on-Hudson to adopt a residential parking permit system via local law or ordinance in response to parking shortages caused by commuters at the Croton-Harmon Train Station.

Restricts the permit system to Young Avenue and Hastings Avenue, excluding any streets or portions with adjacent commercial/retail zoned properties.

Requires exempt status for vehicles registered under section 404-a of the vehicle and traffic law, and mandates that at least 20 percent of parking spaces remain available to non-residents with short-term parking of at least 90 minutes duration.

Requires the local ordinance to specify the factors necessitating the system, the times and days permit requirements are in effect, and a fee schedule with revenues credited to the village general fund.

Mandates a public hearing conducted under the municipal home rule law before adoption of any residential parking ordinance.
