Allows applicants for non-commercial driver's licenses or learner's permits to use foreign passports, consular identification documents, or foreign driver's licenses as acceptable proof of identity and age.

Maintains existing provisions allowing applicants to register with the New York State organ and tissue donor registry during the license application process, with no negative inference drawn from declining to register.

Requires commercial driver's license applicants to certify compliance with federal requirements under Public Law 99-570 and submit medical certificates at intervals required by federal motor carrier safety regulations.

Repeals a prior version of section 502 of the Vehicle and Traffic Law that was amended in 2012 to avoid conflicting provisions.
