Increases the monthly personal allowance for individuals in enhanced residential care from $204.00 to $207.00 effective January 1, 2019, with scheduled increases to $226.00 (April 1, 2020), $243.00 (January 1, 2021), $262.00 (January 1, 2022), $281.00 (January 1, 2023), and $300.00 (January 1, 2024).

Establishes tiered monthly public assistance amounts for eligible individuals receiving enhanced residential care: $1,465.00 (January-March 2020), $1,496.00 (April-December 2020), $1,513.00 (2021), $1,532.00 (2022), $1,551.00 (2023), and $1,570.00 (2024).

Sets assistance amounts for eligible couples receiving enhanced residential care at two times the individual amounts for the same periods.

Adds new provisions requiring social services officials to provide public assistance to persons in temporary housing assistance or shelters that provide three meals per day, with monthly allowances ranging from $183 (one person) to $714 (six persons), plus $96 for each additional household member.

Takes effect on the same date as related provisions from chapter 56 of the 2019 laws, except the shelter assistance provisions take effect April 1 of the year following enactment.
