Establishes criminal penalties for possession and sale of "ghost guns" (unserialized firearms not compliant with federal requirements), making possession a class D felony and unauthorized assembly a class C felony.

Requires licensed gunsmiths to engrave, stamp, or otherwise place unique serial numbers and their names on any firearms, frames, receivers, or unfinished frames/receivers they manufacture or assemble, meeting federal standards under 18 USC § 923.

Creates tiered felony offenses for criminal sale of ghost guns: class D felony for selling one ghost gun, class C felony for selling five or more in one year, and class B felony for selling ten or more in one year.

Provides six-month grace period after enactment allowing persons to possess or provide ghost guns to licensed gunsmiths for serialization and registration without criminal liability.

Expands the definition of "gunsmith" to include anyone who assembles, manufactures, fabricates, builds, or fits together firearm component parts regardless of purpose, except for routine cleaning and maintenance on personally owned firearms.
