Transfers administration of the New York state ALS research and education fund from the comptroller to the commissioner of health for grant disbursements and expenditure decisions.

Directs funds to be expended by the Department of Health to provide grants to the Greater New York ALS Association and the ALS Association Upstate New York Chapter for ALS research and education projects.

Allocates 65% of annual fund moneys to the Greater New York ALS Association and 35% to the ALS Association Upstate New York Chapter.

Requires the comptroller to certify annual deposits and disbursements from the fund to state leadership, with the commissioner of health responsible for justifying any unexpended funds and providing a remedial plan.

Takes effect immediately and is deemed effective retroactively to October 1, 2018.
