Directs the Department of Labor commissioner, in consultation with the Office of Temporary and Disability Assistance, Department of Health, Office of Children and Family Services, and Department of Taxation and Finance, to conduct a comprehensive study on income eligibility limits for public benefits.

Requires the study to analyze how increased wages affect eligibility for all income-based public benefits and programs, and potential reductions in benefits that may result from wage increases.

Mandates examination of the impact on individuals and families near the poverty level from loss of services, programs, and subsidies, and whether increased wages adequately cover resulting expenses.

Requires the report be published to the Governor, temporary president of the Senate, speaker of the Assembly, and minority leaders of both houses no later than July 1 of the year following enactment.

Takes effect immediately upon enactment.
