Authorizes Liverpool central school district to receive state aid for 24 approved capital improvement projects (designated as projects 0001-003, 0001-005, 0002-007, and 21 others) that were initially rendered ineligible due to missed filing deadlines.

Validates and legalizes all prior actions and final cost reports filed by the district for these projects, notwithstanding any failure to comply with education law filing requirements or other statutory provisions.

Prohibits the commissioner of education from collecting penalties from the district for late filing of final cost reports and requires any previously recovered penalty amounts to be reimbursed to the district.

Requires that the district submitted the late cost report, it was approved by the commissioner, funds were properly expended, and the filing failure was an inadvertent administrative oversight with no fraudulent intent.

Takes effect immediately upon enactment.
