Permits pregnant inmates to have one support person of their choosing accompany them into the delivery room during childbirth.

Prohibits use of any restraints on women in labor, admitted to a hospital for delivery, or recovering after giving birth.

Requires correctional facility medical officers to inform pregnant inmates of their options for pregnancy counseling services and their right to abortion services.

Requires state correctional facilities to inform mothers of their ability to apply to any nursery program run by the department.

Takes effect 120 days after becoming law, with rules and regulations to be implemented by the Department of Corrections and Community Supervision in consultation with the Department of Health.
