Grants local governments concurrent authority with the state Department of Environmental Conservation to regulate mining activities in counties with populations over one million that rely on designated sole source aquifers for drinking water.

Permits local governments to regulate or prohibit mining to protect water quality and public health, including prohibiting mining where groundwater contamination exceeds federal or state drinking water standards.

Prohibits local governments from allowing co-location of mining operations with waste facilities (including construction debris, manure, and other materials) within sole source aquifer counties.

Requires state approval of mining permits to comply with local zoning laws and local government decisions made under the new authority, making local determinations binding on the state department.

Allows local governments to terminate existing non-conforming mining uses where necessary to protect water quality and public health in sole source aquifer counties.
