Directs the New York State Energy Research and Development Authority to prepare a report within one year in consultation with the Public Service Commission and Empire State Development Corporation with recommendations on siting renewable energy resources and energy storage at decommissioned or dormant electric generating sites.

Report must include a survey of decommissioned or dormant sites in the state, identification of renewable energy development opportunities, assessment of economic impacts on affected communities including local tax base and employment, evaluation of electric system reliability impacts, and review of the siting process for converting brownfield locations.

Establishes the "Repowering with Renewable Energy" program to develop renewable energy resources and energy storage at decommissioned and dormant electric generating facilities.

Requires the authority to issue a request for proposal through the New York Green Bank for a repowering project at the Lovett Power Plant in Rockland County following completion of the report, with authority to solicit additional repowering projects statewide after a successful bid is selected.

Defines renewable energy resources to include solar thermal, photovoltaics, wind, hydroelectric, geothermal, tidal, wave, and ocean thermal technologies, and energy storage as systems that store electricity generated by renewable sources for later use.
