Commissioner of Education shall conduct a study on literacy advocacy programs in New York State, including the Newburgh Armory Unity Center Literacy Education Advocacy Partnership (NAUC LEAP), to evaluate their effectiveness in helping students read at grade level and score proficient on grade 3-8 English language arts state assessments.

Commissioner shall report study findings, conclusions, and recommendations to the Governor, Senate Temporary President, and Assembly Speaker within one year of the effective date.

Commissioner shall develop a state-wide literacy education advocacy program within one year to provide additional literacy instruction for grades 3-8 students, with participation optional for school districts across New York State.

Program shall foster collaborative relationships among not-for-profit organizations serving urban children, youth, and families, and make available a list of participating organizations to the community.

Act takes effect immediately upon passage.
