Establishes a New York State Decommissioning Oversight Board (NYSDOB) for each nuclear power plant in the state that permanently closes, to be created within one month of the NRC closure notice and continuing until decommissioning is complete, all spent fuel is removed, and the site is released for reuse.

Board composition includes 11 agency members (heads of state departments including Public Service, Environmental Conservation, Health, and others) plus 6 members appointed by the Governor and 2 each by the Senate President and Assembly Speaker, with preference for community members, labor representatives, environmental advocates, and technical experts.

Board responsibilities include reviewing decommissioning plans and NRC license applications, soliciting public comment, monitoring decommissioning trust fund spending, producing annual reports, and submitting recommendations to the NRC and state officials.

Licensees must provide the board with communications with the NRC, audited financial statements for decommissioning trust funds, and other requested information related to decommissioning and site reuse.

Any remaining decommissioning trust funds after the decommissioning period ends shall revert to NYSERDA for renewable energy projects benefiting the service areas where ratepayers contributed to the fund.
