Amends the September 11th Worker Protection Task Force Act to require appointing authorities to make task force appointments within 30 days after adjournment of the 2020 regular legislative session instead of 2005.

Changes task force meeting requirements from quarterly or more frequent meetings at the chairperson's call to biannual meetings.

Expands task force duties to examine limitations in laws and services regarding coverage determination, including average processing times for disability claims, approval rates, coverage gaps for public employees who participated in rescue/recovery operations without being in a retirement system, and methods to identify all rescue and recovery participants.

Moves the start date for annual task force reports from June 1, 2006 to June 1, 2021.

Extends the expiration date of the act from June 10, 2020 to June 10, 2025.
