Establishes requirements for homeless shelters during state disaster emergencies involving epidemics or disease outbreaks, including offering private rooms with private bathrooms to all homeless individuals and families through direct placement in hotels, motels, or other facilities.

Requires shelters to screen all employees and volunteers for disease symptoms before each shift, immediately send home anyone showing signs of illness, and comply with all Department of Health policies on disease prevention including testing, monitoring, isolation, and personal protective equipment.

Mandates the Office of Temporary and Disability Assistance establish an outreach network to contact unsheltered homeless individuals and families and offer them direct placement and safe transportation to appropriate facilities during a state disaster emergency.

Requires homeless shelters to report daily to the Department of Health and local health departments the number of residents or staff with confirmed disease infections, with the state Department of Health aggregating and publishing this de-identified data weekly in compliance with federal privacy laws.

Provides that the state shall reimburse 100 percent of implementation costs, minus any applicable federal funds.
