Establishes a minimum reimbursement benefit of $3,000 and maximum of $4,000 for burial expenses paid by relatives or friends of deceased public assistance recipients, replacing the previous $500 maximum.

Expands eligibility for burial assistance to include persons who can demonstrate an inability to pay as determined by the commissioner, and removes immigration status as a factor in determining eligibility.

Changes the definition of "recipient of public assistance and care" from those "receiving" benefits to those "eligible for" federal supplemental security income and state payments.

During a state disaster emergency, requires all burial assistance applications to be processed, approved or denied, and payment made directly to the funeral firm or cemetery within 15 days, eliminating reimbursements to relatives.

Act takes effect immediately upon enactment.
