Authorizes the Department of Corrections commissioner to release individuals to community supervision during a state disaster emergency that threatens lives, health, or well-being of people in custody.

Permits emergency release for individuals within two years of earliest release date who have stable housing, do not pose unreasonable public safety risk, appear rehabilitated, and are immunocompromised or disabled.

Permits emergency release for pregnant women or women in facility nursery programs who have stable housing and do not pose unreasonable public safety risk.

Permits emergency release for individuals over age 55 who have completed at least half their sentence, have stable housing, and do not pose unreasonable public safety risk.

Requires released individuals to remain under community supervision for remainder of sentence unless supervision is revoked or terminated by the commissioner.
