Districts may provide additional supplements up to 100% of fair market rent, with costs above 85% paid by the local district.

Includes full coverage of separate fuel for heating expenses as part of the supplement, with costs for arrears payments and service restoration deemed non-recoupable.

Provides shelter supplements for up to 6 months, extendable for good cause, with shelter employees trained in overdose prevention and required to provide housing counseling.

State reimburses 100% of costs for shelter supplements and heating expenses through federal funds first, with remaining costs covered by state funds; takes effect 90 days after enactment.
