Amends Social Services Law Section 371 to add a new definition of "kinship caregiver"

Defines a kinship caregiver as a relative or non-relative who is acting as a parent and meets specified relationship criteria

Includes individuals related to the child through blood, marriage, or adoption

Includes individuals related to the child's half-sibling through blood, marriage, or adoption

Includes adults with a positive prior relationship with the child, half-sibling, or parent, such as step-parents, godparents, neighbors, or family friends

Takes effect immediately upon enactment
