Authorizes all registered voters in New York to request, receive, and cast absentee ballots during the COVID-19 state emergency due to risk of exposure to the coronavirus.

Allows absentee ballots to be canvassed and counted if otherwise valid pursuant to election law and related executive orders.

Invokes the legislature's constitutional authority to temporarily override normal voting requirements during the declared disaster emergency caused by the COVID-19 pandemic.

Applies to elections for state legislative seats in the assembly and senate scheduled for 2020, with elected officials taking office January 1, 2021.

Takes effect immediately upon enactment.
