Allows voters to request absentee ballots through electronic applications via email or web portals established by state or county boards of elections, in addition to written requests by letter or fax.

Removes the requirement that absentee ballot applications must be signed by the voter.

Eliminates the requirement that voters who request ballots by letter (rather than application) must submit a valid signed application form with their ballot in order for it to be counted.

Changes language regarding ballot postmark deadlines from "day before" election to "of the" election for absentee, military, federal write-in, and special federal ballots.

Expires December 31, 2020, with the electronic application provisions taking effect one week after the June 23, 2020 New York primary election.
