Authorizes Nassau County to discontinue parkland designation and convey 0.532 acres of land in North Hills, Town of North Hempstead to the Port Washington Water District for construction and operation of a water treatment facility.

Requires Nassau County to dedicate funds equal to or greater than the fair market value of the discontinued parklands toward acquiring new parklands or making capital improvements to existing park and recreational facilities.

Mandates that if the land ceases to be used for the water treatment facility, the Port Washington Water District must restore the property for public park and recreational purposes at its own expense.

Requires compliance with all federal requirements and approval from the Secretary of the Interior if the county previously received federal funding for purchase, maintenance, or improvement of the parklands.

Effective immediately upon enactment.
