Amends the alcoholic beverage control law to allow a retail license for on-premises liquor consumption at a specific property in Buffalo, Erie County, despite its proximity to a school, church, synagogue, or other place of worship.

Exempts a designated premises (subdivision lot No. 39 in Block "C") located on Main Street in Buffalo from the standard 200-foot distance restriction that normally prohibits alcohol retail licenses near schools and places of worship.

Applies only to premises that constitute a food or beverage retail establishment for on-premises consumption.

Takes effect immediately and is retroactively effective to the date chapter 280 of the laws of 2019 became effective.
