Defines "construction and demolition waste" as waste from alteration, construction, destruction, rehabilitation, or repair of structures, excluding municipal solid waste, and clarifies that "property of another" includes property where another person has any ownership interest.

Creates new felony offenses for unlawfully disposing of construction and demolition waste on another's property without right: 10+ cubic yards or 20,000+ pounds (class D felony), or 70+ cubic yards or 140,000+ pounds (class C felony).

Requires generators in cities with populations over one million to provide waste transporters with signed waste tracking documents specifying quantity and type of construction and demolition waste for each shipment; failure to maintain tracking documents is a class A misdemeanor.

Adds new felony offenses for intentionally disposing of hazardous or acutely hazardous substances on another's property without right (class C and D felonies respectively).

Creates a new "scheme to defraud" crime for systematically defrauding multiple persons by fraudulently disposing of solid waste on their property causing damages exceeding $1,000 (class E felony); takes effect January 1 of the following year.
