Authorizes Jolie Louise Baynes to file a service retirement application on behalf of her deceased father, Johnny Baynes, a member of the unified court system and New York state and local employees' retirement system who died on March 26, 2020 from COVID-19 complications.

Sets Johnny Baynes' retirement date as March 25, 2020, and permits a joint allowance full option election form to be filed within one year from the act's effective date.

Waives any pre-retirement ordinary death benefits under section 448 of the retirement and social security law upon filing of the retirement application.

Requires deduction of any amounts already paid to the estate due to Johnny Baynes' death from the service retirement benefit, calculated on an actuarially equivalent basis over Jolie Louise Baynes' expected lifetime.

Imposes a one-time cost of approximately $1.26 million to be paid by the State of New York, with payment expected on March 1, 2021.
