Removes the requirement that absentee ballot requests must be received no earlier than 30 days before an election, allowing requests to be submitted at any time before the deadline.

Maintains the existing deadline that absentee ballot requests must be received no later than 7 days before the election.

Permits absentee ballot requests through multiple methods: written letters, telefax, or electronic applications submitted via email or web portals established by state or local election boards.

Preserves existing exceptions for military voters and special federal voters to request ballots under separate provisions.

Takes effect immediately but expires when the underlying subdivision 2 of section 8-400 of the election law expires.
