Amends Correction Law sections 803, 804, 805, and 806 to apply this protection across determinate sentences, indeterminate sentences, merit time allowances, and earned eligibility programs.

Clarifies that program completion failures due to uncontrollable circumstances cannot be grounds for denying presumptive release or revoking scheduled release.

Uses gender-inclusive language ("or her") throughout the statute to replace existing gendered references.

Takes effect immediately, with certain provisions subject to expiration and reversion dates tied to existing sunset provisions in prior law.
