Requires county boards of elections to notify voters within one day when an absentee ballot affirmation envelope is unsigned, has a mismatched signature, lacks a required witness, or is missing the affirmation envelope entirely.

Allows voters seven business days from the board's mailing of rejection notice to cure defects by filing a signed affirmation attesting to the same information required on the original affirmation envelope.

Directs the board to contact voters by email or telephone if available in registration records to notify them of the deficiency and cure process.

Requires the board to reinstate and canvass rejected ballots once a sufficient cure affirmation is received; if the board is split on sufficiency, the envelope shall be set aside for three days and then canvassed unless a court orders otherwise.

Mandates notification by mail within three business days for ballots with non-curable defects, and requires the board to notify voters of alternate voting options if an unsealed ballot is received before election day.
