Increases the number of New York State senators from 50 to 63 members.

Requires incarcerated persons to be re-enumerated to their place of last residence for redistricting purposes, with state entities providing this information by September 1st of years ending in one.

Moves the deadline for the independent redistricting commission to submit redistricting plans from January to November 1st of years ending in one, with final submission no later than November 15th.

Simplifies approval requirements for redistricting plans by removing provisions that differentiated voting thresholds based on whether legislative leaders are from the same or different political parties; approval now requires a simple majority vote for first plans and 60% for second plans.

Removes language excluding aliens from population counts used for apportionment and eliminates the "block-on-border" rule that previously restricted dividing city blocks in senate district formation.
