Narrows the definition of "health care services" eligible for liability immunity to only services related to diagnosing or treating COVID-19, or assessing/caring for individuals with confirmed or suspected COVID-19 cases.

Removes provision that granted immunity for care of any individual presenting at a health care facility during the COVID-19 emergency declaration.

Requires health care facilities and professionals to provide services "in accordance with applicable law" or pursuant to a COVID-19 emergency rule to qualify for immunity.

Removes "arranging for" language and limits immunity to those directly providing health care services in good faith while responding to COVID-19.

Makes the act effective immediately for claims arising from acts or omissions on or after the effective date, with immunity expiring upon end of the COVID-19 emergency declaration.
