Establishes the "anti-SLAPP act" to amend the Civil Practice Law and Rules regarding motions to dismiss in cases involving public petition and participation.

Requires courts to grant motions to dismiss if the moving party demonstrates the action involves public petition and participation, unless the responding party shows the cause of action has substantial basis in law or substantial argument for extension/modification of existing law.

Suspends discovery pending a decision on anti-SLAPP motions.

Requires courts to grant preference in hearing anti-SLAPP motions with a hearing date set no later than 60 days after service of motion, and no later than 90 days in any circumstance.

Requires courts to impose costs, sanctions, or reasonable attorney's fees when granting a motion to dismiss under this act.
