Creates a temporary commission to investigate COVID-19 in nursing homes with five members: one appointed by the attorney general (who serves as chair), two appointed by senate leadership, and two appointed by assembly leadership.

Commission shall study nursing home safety measures during COVID-19, their effectiveness in reducing virus spread, increase in death rates attributable to COVID-19, and effectiveness of current state and federal laws and regulations governing nursing home pandemic response.

All commission members must have healthcare and/or health policy backgrounds and shall serve without compensation; members may employ necessary personnel and conduct public or private hearings with subpoena powers.

Commission shall submit a report with findings and recommendations to the governor and legislature one year after its first meeting, which must occur within 30 days of all members being appointed (within 60 days of the act's effective date).

Act takes effect immediately and automatically repeals one year after the commission delivers its report to the governor and legislature.
