Amends Executive Law Section 48, Subdivision 5 to change the authority for initiating welfare inspector general investigations from "on the initiative of the office and at" to "at the direction of the welfare inspector general."

Grants the welfare inspector general authority to conduct investigations into state social services department, local social services districts, state health department, local health departments, and mental hygiene agencies regarding proper expenditure of welfare funds.

Authorizes investigations into welfare system violations, failure to prosecute welfare fraud, failure to enforce employment laws for welfare recipients, and failure of local officials to comply with state welfare administration laws and regulations.

Takes effect immediately upon enactment.
