Establishes the Community Violence Intervention and Prevention Act to address gun violence through hospital-based and community-based violence intervention programs.

Creates the Violence Intervention and Prevention Fund under the Office of Victim Services to provide grants to hospitals and nonprofit organizations for evidence-based and evidence-informed health programs that reduce gun violence.

Defines eligible programs as those providing intensive counseling, case management, and social services to crime victims, perpetrators of violent crimes, and witnesses to violence.

Appropriates $10 million annually or 10 percent of federal Victims of Crime Act grant monies (whichever is greater) to fund violence intervention and prevention programs.

Requires the Director of the Office of Victim Services to establish regulations promoting alternative funding sources, coordination of public and private efforts, measurable objectives, and data collection for funded programs.
