Grants Scott Berger service credit under section 384-d of the Retirement and Social Security Law for his employment as a police officer with the Village of Frankfort from May 2000 through December 2002.

Allows Berger to move his service credit from the general retirement plan (section 375-c) to the special twenty-year retirement plan (section 384-d) despite missing the original filing deadline through no fault of his own.

Requires Berger to file a request with the state comptroller within one year of the act's effective date to receive the service credit.

Mandates the Village of Frankfort bear all employer past service costs, estimated at approximately $36,000 as a one-time payment or $4,760 annually if amortized over ten years.

Takes effect immediately upon enactment.
