Establishes the "Uniform Emergency Volunteer Health Practitioners Act" to allow licensed health practitioners from other states to provide services in New York during declared emergencies without obtaining New York licenses.

Creates a registration system for volunteer health practitioners that verifies licensure and good standing status through systems operated by disaster relief organizations, licensing boards, health facilities, or other designated entities.

Allows volunteer health practitioners licensed in good standing in another state to practice within New York's scope of practice laws for that profession while an emergency declaration is in effect.

Provides civil liability protection for volunteer health practitioners receiving $500 or less annually, except for willful misconduct, intentional torts, breach of contract, or vehicle-related incidents.

Grants volunteer health practitioners access to workers' compensation benefits if injured or killed while providing emergency services and not otherwise eligible for such benefits under state or federal law.
