Amends Education Law Section 901 to require school health services to include screening for emotional and mental health conditions, alongside existing medical examinations and other health assessments.

Mandates that directors of school health services work with licensed mental health practitioners to identify students experiencing mental health issues that may interfere with their education and modify schoolwork as necessary.

Requires schools selected through sampling methodology to participate in surveys on student mental health directed by the Commissioner of Health, with voluntary participation beginning in the 2020 school year and mandatory participation by the 2021 school year.

Directs the Department of Health to use collected mental health data to develop annual reports and recommendations regarding student mental health.

Effective date: January 1, 2021.
