Amends Administrative Code Section 26-605 to allow retroactive benefit calculation for senior citizens rent increase exemption (SCRIE) and disability rent increase exemption (DRIE) applicants.

Sets the application date as the original eligibility date if the application is submitted within two years of becoming eligible.

Sets the application date as two years prior to actual submission if the application is submitted more than two years after initial eligibility.

Calculates rent increase exemption benefits based on the applicant's original eligibility date rather than the application submission date.

Specifies that retroactive benefit calculations apply only to future benefits; no recoupment of prior rental payments is permitted.
