Adds "community broadband district" as a new type of improvement district that town boards can establish or extend under New York Town Law Section 190.

Allows town boards to adopt plans, specifications, and enter into contracts for the expansion and delivery of broadband services within established community broadband districts.

Requires town boards to follow existing petition and notice procedures for community broadband districts, including publishing notices 10-20 days before hearings and providing estimated cost information to residents.

Permits community broadband districts to be established wholly or partly within incorporated villages with village consent, subject to referendum requirements.

Takes effect immediately upon enactment.
