Requires borough presidents to establish a precinct commander appointment board in each police precinct to evaluate and select precinct commanders, notwithstanding civil service law requirements.

Board composition includes 8 members: community board chair (who serves as board chair), community council president, three police captains appointed by the commissioner, one borough president appointee, and two city council members; adds a ninth member (NYCHA Tenant Association chair) in areas with NYCHA housing.

All board members must be borough residents, with a New York State Department of Civil Service representative serving as non-voting secretary.

Precinct commander candidates must have attained a minimum sergeant rank at least one year prior to selection; the board selects the new commander by majority vote within 30 days of vacancy notification.

Takes effect 90 days after enactment; board members receive no additional compensation and retain all other public offices or employment.
