Amends Correction Law Section 170 to clarify that nonprofit organizations performing inmate labor cannot include entities funded in whole or in part by federal, state, or local funds, or public corporations and eleemosynary associations.

Prohibits compelling inmates to provide labor through actual force, threats of force, threats of punishment, threats of legal coercion, or any scheme intended to make inmates believe they or others would suffer harm if they refused.

Grants inmates a cause of action to sue in court within 10 years of alleged violations, with remedies including damages, punitive damages, injunctive relief, reasonable attorney's fees and costs.

Takes effect 30 days after becoming law.
