Amends Criminal Procedure Law sections 510.10, 530.20, and 530.40 to add new provisions allowing bail for felonies and class A misdemeanors involving harm to identifiable persons or property committed during a riot as defined in Penal Law Article 240

Modifies burglary in the second degree qualification requirements to include cases where the defendant is charged with committing the offense while engaging in a riot, in addition to the existing requirement of entering the living area of a dwelling

Applies the same riot-related bail provisions to three separate sections of Criminal Procedure Law governing bail determinations and release conditions

Takes effect on the same date and in the same manner as Part UU of Chapter 56 of the Laws of 2020
