Amends General Municipal Law Section 217 to allow program sponsors to adjust the "participation in department responses" point system when adopting written emergency response protocols that restrict certain participants from specific calls.

Permits restrictions based on determinations by the district physician regarding which duties may be assigned to certain personnel, including limitations on non-emergency and emergency rescue and first aid squad calls.

Allows point system amendments to address emergency response protocols by affirmative vote of at least 60% of the governing board, without requiring a referendum.

Point system amendments take effect January 1st following completion of adoption proceedings and apply prospectively only, unless adopted to address a state disaster emergency declared under Executive Law Section 20, in which case they may be applied in the year adopted.
