Adds "actual or perceived employment as a law enforcement officer" as a protected category under hate crime provisions in Penal Law section 485.05, allowing offenses motivated by bias against law enforcement to be prosecuted as hate crimes.

Expands the definition of "specified offense" under hate crime law to include section 145.60 (making graffiti), making graffiti a hate crime when committed with bias motivation.

Modifies section 240.30 (aggravated harassment in the second degree) to include only subdivisions one or two as specified offenses, removing previous references to subdivision four.

Takes effect immediately, except amendments related to terrorism offenses take effect on the same date as section 3 of part R of chapter 55 of the laws of 2020.
