Establishes a state strategic stockpile to be maintained by the health commissioner with drugs, vaccines, biological products, medical devices, and supplies in quantities and types determined by the governor.

Requires annual review of stockpile contents, including non-pharmaceutical supplies, with necessary additions or modifications based on findings.

Mandates the commissioner consult with the workgroup for disease elimination and reduction, implement inventory management and physical security procedures, and regularly review contents to address emerging threats and depletion.

Directs the commissioner to develop supply-chain management plans in consultation with state, local, and public and private healthcare entities.

Authorizes the commissioner to procure stockpile supplies, negotiate terms regarding quantity, production schedule and price, and enter into contracts and cooperative agreements.
