Repeals existing restrictions on absentee voting and allows all qualified voters to vote as absentee voters without providing a reason.

Requires county and city boards of elections to mail absentee ballots and postage-paid return envelopes to every registered and qualified voter.

Absentee ballots must be mailed between 20 and 14 days before the scheduled election date.

For primary elections, voters receive only the ballot for their enrolled party; no ballot is sent if the primary is uncontested except for party committee positions.

Allows voters to request their absentee ballot be mailed to an alternate address and permits one designated person to mail or deliver a completed ballot on behalf of a voter.
