Replaces fixed meeting deadlines with a continuous procedure allowing boards of elections to cast and canvass absentee, military, special presidential, special federal, and other special ballots as they are received.

Requires boards of elections to notify candidates, political parties, and independent bodies of the established canvassing procedure at least five days before the earliest day ballots could be received.

Adds requirement for boards of elections to notify voters whose absentee or special ballots were rejected or challenged prior to election day and provide opportunity to correct defects.

Establishes that voters whose names are marked in registration records as having already voted by absentee or special ballot may only vote by affidavit ballot on election day.

Takes effect immediately upon enactment and applies to all elections held after the effective date.
