Authorizes each board of elections to establish one or more absentee ballot drop-off locations equipped with secure ballot drop boxes for voters to return marked absentee ballots.

Requires boards of elections to post the locations of all absentee ballot drop-off locations on their websites no later than the day the location is established.

Deems absentee ballots deposited in drop boxes before the close of polls on election day as received by the board of elections before the close of polls, making them eligible to be counted.

Directs the state board of elections to promulgate rules and regulations covering location, chain of custody, pick-up times, labeling, and security of absentee ballot drop boxes.

Allows voters to return absentee ballots by mail, personal delivery, or deposit in an absentee ballot drop box established by their county or city board of elections.
